THE GOVERNANCE OF CURITIBA'S PLASTIC WASTE VALUE CHAIN

Abstract

The main objective of this article is to present the governance structure of the plastic waste value chain based on productive experiences in Curitiba and, therefore, it describes the process by which some actors in the municipal chain exercise control over the others, as well as analyzes the way in which a part of the organizations that make up the chain appropriate – or, at least, condition – the distribution of the value created along the chain and, thus, also discusses the implications that this conjuncture has on the work of the collectors of recyclable materials. Therefore, specific objectives are: to present the configuration of waste flows in the municipality and; secondly, to present the organizations that are structured from urban solid waste. The research was methodologically supported by the use of semi-structured and non-structured interviews carried out in 31 enterprises, by bibliographical and documentary analysis of primary and secondary data. The qualitative and quantitative reports analyzed covered 36 of the 40 associations accredited by the City Hall of Curitiba and present a time frame from September 2019 to December 2020.
