PACKAGING POLICY AS A SOLUTION FOR EFFECTIVE REVERSE LOGISTICS SYSTEMS

Abstract

There is a distinction in the country between the levels of implementation of Reverse Logistics (RL). For the most hazardous waste, whose RL is required by the National Policy, such as tires and pesticide packaging and lubricating oils, the reverse logistics systems (RLS) are already well established, reflected by meeting the disposal and recovery goals. However, when it comes to packaging in general, RLSs do not have the same level of implementation and effectiveness, proving to be full of uncertainties and challenges. In this context, the Pressure-State-Response (PSR) methodology was applied to identify the main factors influencing the efficiency of the packaging RLS and the current state of these systems. Socioeconomic and technical-economic factors were identified as the main pressures affecting the state of the RLS. As for the State indicators, a characterization of the current situation of the RLS and the current policy in the packaging sector was carried out. As a Response to inefficiency, aiming the waste segregation at generating source, economic viability and effectiveness of packaging’s SLR, a proposal for the regulation of packaging design was discussed.
