URBAN SOLID WASTE MANAGEMENT IN THE MUNICIPALITIES OF RIO GRANDE DO SUL: A REVIEW

Abstract

In the last decades, economic and population growth, intense urbanization and changes in the population's lifestyle have increased the generation of solid waste in Brazil. This scenario led to the implementation of the National Solid Waste Policy (PNRS) in 2010. This study pretend to analyze the consistency of data presented by the National Sanitation Information System (SNIS). In addition, in the face of the difficulty of implementing the PNRS precepts, it is intended to verify the situation of the municipalities in the state of Rio Grande do Sul (RS) in view of the main proposed guidelines. The information presented and discussed in this work was obtained on the SNIS official website, and includes an interval of 5 years, from 2014 to 2018. It was found that selective collection, one of the main instruments of the PNRS to reduce the amount of waste destined for landfills, is increasingly adopted by municipalities in the state. In addition, it was found that most municipalities properly dispose their solid waste, making the state stand out in relation to other federal units. Selective waste collection door-to-door has been the most applied system in the state. However, material recovery is still low. The results of this study show the fluctuation of participating municipalities and the absence of consistent data series. Therefore, it was concluded that measures and incentives are necessary for all municipalities to participate in the SNIS.
